Uhhh or they could just give all guardians health equal to 10 resilience by default…

This has unintended consequences. Some gun types really require a res threshold to be usefull for example, a 120 kc handcannon can't 2 tap a 10 res guardian. Thorns perk needs 7 or less, I think. It'll make some gun types objectively less forgiving like certain scouts requiring 100% headshots. There are more, but it'd be best to consider what will be impacted by that decision. I do think res is too usefull or mobility and rec isn't impactful enough. (More mob than rec and by a lot) comparatively.
