Also, the quests are account-wide, did you perhaps finish them on another character already?

I DID pick "Cookie Delivery Helper" quest line up on Titan, and completed step 1. I was waiting to deliver to Shaw Han and Ada-1 in my next Destiny 2 play session, but I logged into Hunter before I could complete step 2.
