Yes, expansions are licensed at the platform level and are handled by platforms instead. Expansions you want to play the contents of have to be purchased on the platform(s) you want to use them on. Ie if you own Lightfall on Epic but not Steam, you cant access it on Steam until you purchase it on Steam

  • What if I have maked a Cross Save and make my Steam characters like main and download game from EGS where s have three DLC`s - Do they will work with my Steam Cross Saved characters?

    If you cross-save between Steam and Epic, and choose your Steam characters as the Active ones, then those characters are then playable on both Steam and Epic. If you play them on Steam you'll have access to any DLC you own on Steam, if you play them on Epic, they will have access to any DLC you own on Epic. Season passes and dungeon keys will be accessible on both.
