As much as I'd like to see older raid and dungeon exotics get catalyst, I think bungie is choosing not to add them because they would have to update the raids/dungeons.

All I would change is having the catalysts as dropping in the raids. 1k and Collective Obligation I would like to see have one the most. Just give 1k more ammo reserves and perhaps particle deconstruction as already suggested or lean more into it scorching targets maybe. Then Collective Obligation could perhaps gain a perk like Wellspring or Surplus (Repulsor Brace would be likely too good).

Why update a Raid just for a catalyst?? Why not just add in a mission or a random drop? It was hard enough to run last wish so many times to just get the exotic, it shouldn't be a pain just to get the cat. There's plenty of other things to get in D2 anyway, why waste more time running a raid 50 times just for a chance of the cat dropping??

Knowing bungie they would probably make it an rng drop chance in the raid or add a secret quest just like Mythoclast, touch of Malice, and Necrochasm I mean pre sunsetting, they made the sleeper catalyst an rng drop from spire of stars despite not even being a raid exotic. Personally, I think bungie should launch a mini event in that 4 month gap before final shape and have all the catalyst from the remaining 18 exotics drop from that. They could bring back the black armory forges and each clear could have like a 20 drop chance for a catalyst.
