They were probably going to roll out another expansion that doesn’t expand the core playlists again.
100 bucks with one new strike, one PvP map and nothing for gambit is not an expansion.
Sad news yes, but by not whaling some changes are happening good or bad. 🤔

Bungie has been half-assing for a number of years now, but the core activities were still good and added enough depth to keep people playing anyway. The last two years they've systematically decimated those core activities. Pvp has been made unplayable for a large number of players because of the poor implementation of cross play (which just doesn't seem to work with D2's pvp infrastructure) and the removal of solo que playlists, Strikes have been downgraded by removing good strikes, adding new drawn out mechanics to old strikes, and putting in Battlegrounds that are just basically runs through old patrol areas that culminate into a boss fight with three bosses in the same room, and Gambit has been left to die with no new loot and three maps(?) and too many irritating invasions that break the flow. Then they slowly made seasonal "content" less and less. This season (while the spire activity is great) had several weeks where we just listened to a new audio track and nothing else. And now they act surprised that people aren't playing. Also, just look at FotL. Nothing new or engaging. A super long empty lore grind for a story that's about as deep as a later Xanth novel. Then the last page of the lore book costs nine pages per lore entry, adding up to about 40 core activities to just complete that page of the book. It's no wonder the playerbase just said "no thanks".
