I hate to see this sentiment expressed, Conditional Finality is no better then any other top tier pellet shotgun. It just happens to be the only answer to WoR & bubble. Hell you even mention the bubble titan issue [b]RIGHT BEFORE[/b] saying this.

That what hurts it the most. You need a big boom super to shutdown a super like Bubble. Only problem is that those supers are all on longer cooldowns and can't actually be ready for when it counts if you're getting dominated. Conditional does what others can, but with a lot more safety and guarantee. Plus, it's online every single round in comparison. Solution? Use both and profit. Anything else? The time is now old man.
