Honestly at this point Stats are more of a problem child than anything. Especially when the moment you hit that triple T10 you honestly don't care for armor anymore, any new armor is just either eh cool cosmetic or flat out trash, there is no reason to continue farming for it.
With how abilities 3.0 work we have enough methods of ability regen that the bottom three stats (Strength, Discipline & Intellect) should just be removed at this point and balance all base cooldowns to a single level. As for the top three (Mobility, Resilience & Recovery) They should be condensed down to five tiers (Not saying nerf them, just bring the max amount of tiers to five) so that armor would each come with a single or perhaps adept comes with two stat tiers avoiding the unnecessary 89 stats or any of the other OCD triggering 1 point of stat tiers. So instead of going to 100 in stats it's 1 to five, each armor piece providing one guaranteed stat in one of the three.
This also eliminates the bloated need of stat mods giving more breathing room for builds. And if I was too push this idea of armor having identity let's look to Division 2's armor for reference on how they have set bonuses for wearing multiple of the same armor set. A few examples of what could be done by making armor brands similar to weapons example: Haikke, Veist & Omolon Each piece providing additional handling or reload to specific weapon types.
Haikee: SMG's & Shotguns
Veist Scouts & Sniper rifles.
Omolon: Sidearms & Fusion rifles
I'm done with my rant, but I'd love to just spark a conversation with people on how this could work or methods of making the armor chase relevant again.

An interesting idea. However, this sounds dangerously close to D2 armor version 1, which sucked even more than the current system. If you're worried about people never changing out armor, this wouldn't do it for me at least.
