I was definitely getting some Blinds using Vesper in a Nightfall yesterday, although it was a Heroic rather than GM. Perhaps there’s a new interaction with a given Modifier present in the GM difficulty (either intentionally or not) that is preventing you from getting Blind to land?
If nothing else it might be worth clearing your cache as it sometimes fixes seemingly random issues.

Hmmm. I could be mistaken, things are hectic there under the stairs in this GM. I just definitely had some thrall push right past my rift and never break stride coming to attack us. I’ll have to pay more attention on my next few runs.
