Its disabled until the contest mode raid is over at 5pm UTC sunday reset (~26ish hours)

So Bungie decide to put everyone in the same bucket to disable artifacts even though players who chooses not to play RAIDs which lowers rhe quality of service for those members of Destiny 2.
