Im having the same issue as well. From other posts I have read its not the jolt/overload because this is not intrinsic therefore should not override the unstop fusion artifact mod. So im guessing its a bug
EDIT upon further investigation I wanted to test to see if unstop fusion would work on Deliverance with chill chip and it does but I notice when I have delieverance on it also applies unstop fusion to delicate tomb but when I take off deliverance it removes unstop from delicate tomb

woahh thats interesting, def seems like a bug if theres that weird interaction with Deliverance. with Malfeasance being able to dbl up this season it feels like Delicate Tomb shd work the same, considering how the perk activation [i]gives[/i] it overload unlike somn like Eriana's Vow which is [i]always[/i] Barrier. Feel like Bungo's on it now
