I have turned off cross save in an attempt to unlink PSN account that I no longer have access to.
To be able to deactivate cross save, you had to have access to the PSN account? To fix the Bungie.net issue - you will either need to unlink all accounts minus your steam, re-activate cross save, or as a last resort move your Steam to a new Bungie profile (this will result in you losing a bunch of emblems, Bungie rewards etc)

I actually don't remember if I needed the PSN - I assume no, since it's still linked to my bungie account according to my profile? I'll try unlinking, but the fact that turning off cross save breaks the website companion only is pretty ridiculous. If it works in the app still, why can't it work here.

If you've lost access to the account since deactivating cross-save, work with PSN to regain access to it.
