I'd be fine if they removed the cooldown penalty while in pve and maybe buff the DR in pve.

id like it to be removed too, but i think pvp'er's would get upset about it. i think energy should be given after a kill or something around that with slow or shatter.... just running it without renewals feels so much better, but i know in pvp without the cooldown on it, people will get annoyed.
