That’s correct, the Splintered is temporarily unobtainable when a Europa lost sector is not in rotation. The Dreaming City title is also unobtainable when The Corrupted isn’t in the nightfall rotation because the corrupted egg only spawns on nightfall strikes, not regular strikes.

You're possibly confusing it with the horrors least which was required for the title and was nightfall locked.
