Other games are not a good way of finding out if you have connection problems with Destiny 2. Latency, jitter, packet loss need to be tested.

Unless you see a "Not so Fast" message on the login screen, you are not banned. You are restricted due to players reporting you for poor connection and Bungie confirming you were suffering from a poor connection. I recommend running a speed test and other troubleshooting to figure out the cause. If this is your first restriction, you will be restricted for 2 weeks.
