40% of PVP is learning how to build and play around your abilities. That's unlikely to change, as abilities are the only thing that differentiates subclasses.
Momentum Control disables the majority of abilities. You should try that mode.

Positioning is very important, but good positioning changes based on the abilities of you and your opponent. I would say that accounting for abilities makes the game more tactical, not less.
