That's the Shader Cache being rebuilt, which is normal, but it is not normal that it takes so long.
Doesn't happen with my RX 5700 + i5 12600KF + 32GB DDR5 RAM, just a matter of seconds. On my old PC, that had an i7 4771, it took a minute or so.

I have to brute force through it to have a good time. No idea why it takes so long. Maybe it’s related to a hardware issue for me? I have an AMD RX 6900 XT with an i9-10900K, and 32 GB of DDR4 RAM.

It's possible, or there is some obscure setting turned on (I think the deletion of Shader Cache can be forced via driver settings). Did you wipe out all previous video drivers using something like DDU?

Sorry for the VERY late reply. Yes, I do wipe all previous drivers before installing new ones. I also tried the 3 different shader cache settings, always on, always delete, and AMD optimized, and none seem to fix the issue. I seem to stutter no matter what now. I am beginning to believe that this is just a Destiny 2 issue with AMD RX 6000 series cards. I can't find any solid fixes for it :(

Haven't tried that yet, what does that do? I have set the Shader Cache value to 3200 instead of 3000, and changed the shader cache string based on this post: https://www.reddit.com/r/DestinyTheGame/comments/10lrovx/comment/j6dlhd6/?context=3

Ah yes. I have that turned off in the AMD app but I’ll turn it off in the registry as well. Trying out the fix from Reddit I posted above again because I forgot to do part of it, will see how it works now.
