Expansions/packs, like Forsaken, are required to earn or pull new copies of weapons/armor from Collections.
If you are unable to restore licenses you will need to work with platform support.

#platformsupport if you can read this I’m trying to contact you. I tried restoring my licenses to all the content I paid for, including the forsaken expansion… still can’t see my malfeasance in collections or a quest to try and repeat the unlock process. My malfeasance catalyst is still there. #bungie # moderator
