I feel like part of their appeal as Exotics is that they are Power weapons of archetypes not found in the Power slot, like Legend of Acrius, Tractor Cannon, Leviathan's Breath, and Winterbite.
It's likely Bungie wants to be especially careful when tuning them because it's a very delicate tipping point between viable and overpowered for these weapons in particular. If they're too good, everything else would see no usage. If they're not good enough, they would see no usage themselves.
Bungie just needs to find that tipping point, however hard it may be.
Hopefully the 10% buff to snipers in Season of the Deep will help.

They have a lot lot lot of great heavies is the problem. When they first was introduced the heavy exotic slot wasn’t loaded with top tier weapons. That’s the main reason they don’t get used. A slot change would help them a lot.

Wouldn't that just mean they lost viability due to power-creep? In which case, buff them.

I just don’t see many people choosing those over other heavy exotics. Many more that came out are better. Far better and much easier to use.

Well that's my point. They're too scared to tune them more attentively because of how quickly they can shift the DPS dynamic. The only way they can do it is very, very, very gradually. I just think they should remain Power weapons because it's part of their appeal as Exotics. The mantra of Exotics being "unique"; having them in the Power slot adds to their "uniqueness".

They haven’t been buffed since they came out. At least Queensbreaker hasn’t.
