Had the same issue on Steam; verified file integrity, cleared download cache, restarted my machine, nothing worked. Traffic was being sent but nothing was getting received on Windows resource manager. Finally said f-it and just restarted my router and that somehow fixed my issues.

I took your advice and did the same. Restarted the modem and router and it works now.
