Hey there, it has always been random and may drop in a slot where it is not needed.
As it's working as designed, and you want it to work differently, you should post in #feedback.

I was under the impression that a couple of years ago they had made it so it would drop where you needed it the most, I must've misunderstood. Unfortunate... Thank you!
