They thought of it once back when D2 launched, but decided not to. Mainly because of Crucible. It would be an unfair advantage to hide which exotics you were using, so they nixed the idea. If it were a PvE only game, it'd be fine, but they have to consider PvP as well.

Yeah maybe true but to be fair it wouldnt be difficult to make pvp modes disable Exotic ornaments/transmog. That would fix the issue and could be still fair for those who like pvp. Personally when I'm playing pvp its mostly for rewards and after that I forget it exists thats for my defence, is it really important what exotics do in pvp with a fast gameplay like in D2?

Yeah, it wouldn't be too hard. Honestly though, I think they're so focused on big picture and future content that they're lacking on the little things. There's a lot of stuff, like being able to deselect artifact mods instead of resetting the whole thing, that can be done to make the game a bit easier, but they don't ever look at it. As for crucible, yes and no. About a year ago it was more prevalent, especially in Trials. Looking out for things like Heart of Inmost Light, or Omnioculus gave players insight into what they were going up against. Especially before the notswap modifier got added. You could tell if someone had an armor piece on to quick charge their super. Hunters and Warlocks used to be notorious for very early supers. Being able to see the exotic you're up against definitely makes it easier to counter. As things get nerfed over time, maybe they'll make that change. I wouldn't necessarily be against it. There are some exotics that absolutely clash with anything you try to mix it with. We'll just have to wait and see though.

Hmm now I got a different solution for example for Exotics there could be a second PVE customization slot.

It's not a bad idea. It would involve some extra menus, but it wouldn't be horrible. I think they could make it work if they put the time toward it.
