This bug isn't listed in the Year 6 known issues and vital information. Are you sure they are aware? This is game breaking for any end-game content for those missing the mods. Weapon mods are also missing. Have them unlocked, but the list is blank. Same thing as the Ghost Armorer mods as well as the 50yd detection mod for ghost, and the top xp gain mod for ghost.
