Your mistaken, you always had to unlock them... but it just cost glimmer, why it wasn't a big deal.
BL required a currency grind like LF, except it was timegated. The currency grind is back but they removed the timegates on most of it.

The fragments on stasis were shared between your characters. You still had to unlock stasis and the aspects on each character, but not the fragments.

Maybe that's something that was added later, but I remember unlocking them for each character specifically week to week. You know how I'm 99% sure? My Titan was a week behind... I specifically remember that. Every week each character got enough currency to unlock a few. But since it was timegated, if you missed a week for currency on a particular character, that character would be a week behind.
