Go into your cvar file open it with notepad which should be located under (C:\Users\YourName\AppData\Roaming\Bungie\DestinyPC\prefs)
find the cvar.xml open it with notepad at the top you will see -
<cvar name="force_enable_multi_threaded_render_submit" value="Random" />
Where it says random if your number is on 1 change it to 0 and then make sure you save - reopen to double check it did then relaunch destiny.
just tried it on 2 machines, with the exact same problem and its worked on both.

Just tried this, mine was already at 0 but tried 1 to see if it made any change. Still hangs on the spinning screen
