So I had this same issue. But once I obtained the seasonal arms that the menu was showing instead of the Thunderhead grips, the thunderheads showed up in the menu and I was able to turn them into universal ornament. So until Bungie fixes issue just try to get the seasonal arms to drop and then check your menu!
