Destiny 1 - New Player Can't Connect for the First Time ("chicken" error code)

Hello. On XBox One, my son is trying to login to Destiny 1 for the first time, but he can't connect to the character servers. Whenever he tries, it repeatedly says "ATTENTION Contacting Destiny Servers..." on a banner at the bottom of the screen and eventually times-out with a "chicken" error code. This happens both when only his account is logged in and also when my account is logged in in the background. If I try it with only my account logged in, everything works normally and I can connect, choose a character, and make it all the way into a game. Interestingly enough, when I try it with my account logged in with my son's in the background, I get a similar "ATTENTION Contacting Destiny Servers..." banner that continues while on the character select screen. When I choose a character, it continues until it times-out with a "weasel" error code. We have been trying for over a week, and I would really like to play Destiny 1 with my son. We were hoping that this would be addressed in the most recent rounds of server maintenance, but it still won't work. Please help! Additional Setup Information: - XBox One (set to my home XBox) - My account is the main account on a family plan w/ XBox Live Gold - My son's account is also on the family plan and can play online on other games - I started with parental controls on my son's account, but his account is now basically configured just like mine for troubleshooting purposes - Destiny 1 base game on disc - All the expansions and add-ons purchased digitally - Game was uninstalled for a couple years, and reinstalled recently Things I have tried for troubleshooting (same results in all cases): - Cleared console cache (multiple times throughout these steps) - Uninstalled game and reinstalled while only my profile logged in - Uninstalled game and reinstalled while only son's profile logged in - Tried with only base game installed - Tried with all expansions and add-ons installed - Removed all parental control blocks on games and privacy - created a Bungie.net account for my son Thank you.
