Well yeah, the blue armor was the infusion fuel reward that got you 20 levels over the soft cap beck when it released. It’s not supposed to help you level if you are already way above that.

Then it isn't a reward and should be replaced by Glimmer or armor that is set to the soft cap, of the most recent season.
