I'm no lore expert, but Rasputin says he gave advanced tech and weapons to humans he trusted and called them Seraph. Seraphs are angels in human mythology. Angels fly among the clouds, ergo Cloudstriders. It wouldn't surprise me if we find a backup copy of Rasputin running Neomuna. The whole city, Cloudstriders, et al coulda been a contingency plan our mad Russian set up and wiped from his memory to keep it safe. Anyways, jut some ramblings from a fellow madman.
