Savathun gives conflicting testimony about the subject, but given that the Witness deployed the Sol Divisive Vex to the Spire of the Watcher I like to lean towards this explanation given by her: Savathun returned Mars to our system as a means of luring Guardians in after studying the Tablet of Ruin she had in her possession and managing to reverse the abduction that the Witness had done the year prior. The ship we board is quite literally called the Lure and Savathun does not actually appear to be doing much of anything on Mars (that has been touched on yet at least) so this would be my thought. An add-on that might lend credence to this factor is that the Relic on Mars was instrumental to us acquiring the ability of Deepsight, which we used to inadvertently restore Savathun's memories. It was all on great manipulation on her part, whether she knew that it was of greater importance to the Witness than the other planets and intentional sought to sabotage it's efforts is unclear, but possible.

While you make some good points, may I remind you of one key point. SHE LIES. A lot. She’s a deceiver. Plus, I’d reckon it was the witness who brought back mars, because at the time that mats came back, the anomaly on mars, that can shape Deepsight weapons was also found. So I say it was the Witness. And don’t trust Savathun, because she is the god of deception.

  • The anomaly and the time distortions on Mars happened because of the abduction not after the planet was accesible again. The things were already there before we arrived as part of the Witness plans including the lore behind Spire of the Watcher. Savathun made the planet accessible again so she can lure us into bringing back her memories

  • I lean towards it being her as well. Let’s minimize the guesswork, let’s look at goals. Bringing it back furthers whose goals? That tells us who is the likely culprit. Does bringing it back help the Witness? No. It helps the side of the Light. So his enemies, why would he do that? With no benefit and only downsides, that eliminates him. Does it help Savathun? The Relic was key to her regaining her memories, which was 100% vital to her plan in gaining Light. It would be pointless to gain the Light and lose her memories. Because then she wouldn’t be able to take the next step in her plan, stealing the Traveler and going into hiding. That could only happen if she had her memories and there was no way to do that without the Relic on Mars. The Witness wouldn’t do that. Savathun is the only one who makes sense.

She does lie, yes, but you overlook one key fact. All good lies are based on truth. Not to mention I already pointed out why the Witness returning Mars makes no real sense because of the Spire of the Watcher dungeon, which implies that the Witness was not yet finished with its temporal dissection of the planet.
