Greetings!
The requirements you listed are correct. The account they're referring to is your Bungie.net account, which was made on December 27, 2022. So roughly around January 26 you'll be able to create a clan.
Note that Bungie.net accounts are separate from Destiny 2 accounts. You can play D2 without having a Bungie.net account.

Thank you so much for the quick reply! I made my bungie account only because I wanted to start a clan and begin claiming rewards, it would be great if they could include the relevant requirements to the error message and their clan creation page as they are not present there. :(

My Bungie account has existed since cross play went live. I STILL get these errors and can't make a clan.
