Simplest way : Make light level actually matters where enemies on lower light like EDZ take more damage the higher your power is let's say we go with this - Cosmodrome : 1350 - 1400 - EDZ : 1400 - 1500 So what happens if you're 1590 and visit cosmodrome? You can kill them just with a bullet graze to the knee and you eventually switch your equipments from planet to planet

Not much different on activities with power disadvantage like GM and by changing how power level works like I mentioned, you can kill any enemies on lower level like EDZ just with one bullet, showing your power growth while giving a goal for leveling to motivate players upping the number
