Kind of - it depends on the DLC. Expansions are limited to one platform, but (eg) all accounts on the Xbox where it’s purchased can use them, because the purchase is with the platform provider. Season passes work across all platforms because they’re tied to the Bungie Account, but as a result if (like me) you have two accounts that play on the same console, you both need to buy them.

Game and dlc licences are controlled by the platform provider you bought it from not by Bungie. And the platform providers don't like to share.
