I'm having the same exact issue but on my Hunter. Last season this occurred, all I did then was load up the mission on another character who has not completed the quest step yet, then had a friend join once the mission loaded. I promoted my friend then switched character to my hunter and rejoined the session. Once I completed the mission that was started by my other characters I received the quest on my hunter. BUT this was last season, I haven't tested this method for season 19.
So at the moment I am in the same boat. Also look at your artifact slot on your warlock, my hunter slot was acting as if it was still season 18 based on what it read.

Yeah I'll have to try that. Last season, it just took a day or two for the quest to appear on my warlock, but so far this season, nothing. To your point with the artifact, the artifact on my warlock actually appears just fine and perfectly normal, so not sure what issue you're dealing with.
