I don't care for legacy content personally. I play MMOs, and generally those 'legacy content' stay dead space in MMOs outside of 'progression' for new players. That's fine, but the bigger issue is Bungie isn't creating ENOUGH content nor the depth/variety/spectrum for an MMO. I don't just mean 'MOAR CONTENT!' it also means making more content for the branching aspects of the game, and far more constantly. Meaning:
More strikes
More crucible maps/modes
More gambit maps
More dungeons
More branches of progression
More investment in end game
More experimentation
I am just stating that compared to MMOs, D2 is woefully behind in the amount of content and variety. It's clear Bungie should be investing into the D2 team and greatly expanding them, or bringing in other studios to help with expansion content (like most of the Major MMOs do).

I can see your point about there being dead space. They could always work old story missions into a weekly playlist like in d1 that gives powerful drops as a weekly challenge. I wholeheartedly agree that they're behind the curve when it comes to creating.
