Necrotic Grips Nerfed? Inconsistent damage

Noticing Necrotic Grips are quite frequently not dealing additional damage? And when it does proc it's very weak? Was this secretly nerfed?

I believe they stealth nerfed them, too. The tick damage is absolutely terrible in PvP. It’s not nearly as good as it once was in PvE.
