Performance worse after upgrading entire PC

Current PC Specs: Windows 11 Home GeForce® RTX™ 3080 Ti Intel i7-10700KF 3.8 GHz - 8 core DDR4 Team T-Force Vulcan Z 32 GB (2 x 16 GB) 3200 MHz (max speed) Before creating this new build I had much better performance in D2. Averaging around 200-ish FPS at all times. With this build (Specs listed) my FPS has been so inconsistent that I cannot play the game at all. This is the only game that is struggling on this machine. MW2 runs at a consistent 280 FPS. Again this is a full upgrade from my previous PC so at a minimum I should be expecting the same if not MUCH better performance. I've tried everything from updating all drivers, clearing my task manager, clearing my startup apps, disabling overlays, and clearing the shader cache. It's worth mentioning that bumping my graphics down to as low as they can go in game results in NO changes in performance. The game struggles to get over 60 fps in orbit and the tower fluctuates from 120 to 30 when I start moving around. Any suggestions? I really don't want to abandon one of my favorite games.

    I found that the latest nVidia drivers hotfix and the previous drivers messed with my performance. I use these drivers. [url]https://forums.guru3d.com/threads/nvidia-522-33-dev-driver.445130/[/url] I also run DLSS for 1440p res and set my card to high performance and Adaptive power. I have RTX 2060 and Ryzen 7 3700x with 32 GB (3200 mhz).
