On my end, both in game and on the app, Incinerator Snap and Ball Lightning have different and easily distinguishable icons.
Incinerator Snap’s icon appears as a hand making a snapping motion surrounded by a semicircle of flame, while Ball Lightning’s icon appears as two concentric circles with small spiky projections coming out of the top and bottom and larger ones from the sides.
Not sure what’s causing the issue on your end but it definitely isn’t affecting everybody.

I do not mean when you are viewing the subclass, but rather when you are playing the game. Yes, the UI does show the correct icon when checking the subclass, but notice in game, whether on patrol, Crucible or whatever, the icon does not match. You can check on YouTube videos, and the Ball Lighting Icon is the one seen when playing the game.

Playing right now and on my screen the icons are correct for both melees when viewed in the HUD just out and about. (΄◉◞౪◟◉｀)

Have you tried clearing your console cache? It occasionally helps to clear up seemingly random, one-off bugs. Might be worth a shot. (΄◉◞౪◟◉｀)
