Recluse was far from OP at the time it was sunset. Now we have very similar perks that Master of Arms may be marginally better than, but wouldn't completely topple like it did previously. Though the buff if provides is 30% (slightly higher than most perks), it only increases Precision damage, making it viable if you are consistently hitting headshots, but otherwise balanced.
As for Mountaintop, I think they could un-sunset it with how terrible it is currently. It's about 85% worse now than when it was nerfed and subsequently sunset. It has abysmal in-air accuracy, the damage was significantly nerfed, and the velocity was destroyed. I understand it was a bit broken previously, but Bungo completely killed it everywhere
Revoker is one I agree should stay sunset. I can't see any way in which it could be changed to still be unique, but not rewarding failure to hit shots

Revoker wasnt that broken...not even close. I used it and got killed by more beloved users than i ever did other revoker users. Only reason ppl used revoker was for the low zoom. -
Revoker broke PvP. You weren’t punished for missing shots.

This is perfectly balanced, as it is only a small chance, and you don't know that it will activate at any given time. Reversal Of Fortune rewards taking shots that might fail to hit, that you normally would not go for with other snipers to avoid losing valuable special ammo. You can shoot down a lane to alert the enemy that you have a sniper, then get that shot back, and can challenge a different angle while they are avoiding that lane. Another example, you could be flinched out of your scope, but take the shot anyway because it may hit something, and you won't be punished for it

But you cant spam fire revoker either, if you fire to fast itll only refund 1 shot if the perk even works. It also counts ANY hit as a hit, even if its not a player. But again i used it in PvP and came across way more beloveds than revokers because beloved had the same zoom but more AA. -
that is only in concept. In practice it proves to be problematic. And I honestly don't know what you mean by that second sentence

Agree on Revoker the fact people still use it in Trials even with the light penalty kinda shows how powerful it is.
