Pretty sure that's intentional. They already explode and kill anything nearby, so there's not much need for them to proc said perks.
At one time in D1 firefly and so on would proc on a cursed thrall, but it would crash your game sometimes. There was a FWC hand canon that could have luck in the chamber and firefly, and if shot a cursed thrall with that, definitely crashing your game.
It's a stability fix from WAYYY back.

It was prooooooobaly elimination? My partner just started playing and she likes 3v3s. My kd always throws the matchmaking way off lmao. I'm at like 1.8 and she's probably around 0.8

Honestly my biggest issue with it is things like linear actuators and voltshot/jolt not targeting them at all. The rest is pretty meh, but the majority of arc 3.0 builds rely pretty heavily on that jolt working so it's gonna be the biggest pain for most players
