Pinnacles only drop +1 or +2 based on your max average, there are no +3 Pinnacles.

My average is 1576 But my strongest in that slot was 1575, and the item was definitely 1578, because I said it out loud, I was really excited It just really sucks to lose out on it because my other weapons are all at 1578 already...
