You do not get banned for having Internet issues. At most you get a pvp restriction for 2 weeks for your first and then 2 months for each thereafter.
Bans are issued for the nasty stuff.
Cheat programs for ANY game.
Training programs.
Programming tool.
Macros.
Network manipulation including network accelerators.
Profiting from playing with cheaters.
Ghost lobbies.
Win trading
Allowing recoveries.
Pick one or more of the above.

las week i was playing pvp and for some reason our team kept winning and i barely did anything could it be i was matched with a cheater because i play either on streaming services or on steam deck

Did you use Windows OS on that Steam Deck or did you force D2 to play using a emulator like Wine or Photon. If you use Linux on the Steam Deck to play D2 that is a ban offence.

At that time they stated that attempts to play through SteamDeck risked the possibility of one’s account being flagged as trying to bypass anti-cheat provisions and faced a potential ban as a result.
