After the launch of Season of the Plunder/S18, several pre-order bonus emblems (i.e., “Lucidity” for Witch Queen, “Beyond Light” for Beyond Light, “Emperor’s Shadows” for D2 Limited Edition, etc.) no longer appear in Collections on platforms using cross-save.
For example, since I pre-ordered Witch Queen on Steam, the bonus “Lucidity” emblem cannot be claimed from Collections on PSN.
To my knowledge, this did not occur prior to S18 and it seemed emblems were tied to Bungie accounts rather than platform. Is this change intended?

DLC licenses are platform-locked. In order to be able to withdraw something from your Collections that is DLC-based, you have to have an active license for that DLC on the platform you're currently playing on. This has always been the case and is not a recent change. Emblems that require having the Pre-Order Bonus DLC license active on the platform have always required it. Things that you still have in your inventory, itself, will carry over with Cross-Save, even if they are DLC-based, so if you had an emblem in your actual inventory (the 10 you can hold), they would still be in your inventory when playing on another platform, but if you stored it and then went to retrieve it from Collections, it would no longer be retrievable. If you wish to retrieve them from your Collections, you'll have to log in on the platform where you own the Pre-Order Bonus licenses, then you can withdraw them.
