The question is why would you want it.
Dragons breath had the promise to be S tier, to overthrow the ghorn as the max damage dealer.... Except. Enemies just pull up their skirts and tiptoe out of it. Even raid bosses are like "nah i know im spose to stand still but im going to just walk out of this"
Unless they're going to stop doing that then no theres no reason to bring it back.

That was the OG Dragon’s Breath from the Dark Below DLC that only left a solar grenade on the ground. The rework it received during the Taken King era that dropped a napalm canister was actually great. People never wanted to give it another chance though after its original incarnation. The napalm destroyed enemies. I even went back to D1 recently and used it again just to see it set the entire ground of fire. With things like scorch and ignite that we have now, a napalm exotic would be a lot of fun in D2.
