They just need to give it real perks for its exotic perk instead of of hip fire and quick swap.
Maybe chain reaction and vorpal or reservoir and subsistence.

It should have volt shot if blinded enemies are killed, or blinding multiple enemies links them together by arc energy, or blinding enemies makes them jolted

Its blinding ennemies upon hits. Its actually very good x)

With arc 3.0 though, any special can blind on hits. The problem with queen breaker is its ment to be a pvp exotic which was useful in D1 because it was a special, but in D2 it's a heavy so it's pointless to use since you only get it a few times. So if they replaced these pvp perks with a damage perk and an add clear perk, it would have a roll in pve. If they added vorpal and subsistence, then you could use vorpal for dps and subsistence for add clear

not to mention a nice unique intrinsic perk would be nice, or maybe if they made the catalyst do more.
