Hello. Thanks for your report.
Once you defeat the Fallen enemies to reach 100%, you must enter the big building and go through it until you reach Dock 13 where you can enter the room, then a cutscene should play.

i did that and went through the big building and entered dock 13, there was no cutscene at all which is odd.

Did you open the chest on the ground to acquire the rocket launcher?
