Yes and No...
If it was a solely PvE cosmetic change, sure.
But it is important to know what exotic people are using in PvP. Not knowing if someone is running Loreli vs any ol helmet is a massive disadvantage. It's not so bad for most exotic, but for some, you have to change your playstyle to counter them.

I don't look at what people use. I find out what they use by what effects they impart, and it seems that almost everyone else in this thread does the same.
