Only you can remove a account.
The authentication system is there for security reasons and as such Bungie will not remove the account for you for any reason.

No Bungie doesn't have to. The system is there for security reasons and until you can prove that you are the true owner using the provided methods Bungie is correct in refusing to do anything. Until Bungie is 110% sure you are the owner they will not compromise your account.

Authentication is a security measure. If you cannot authenticate to an account to remove it, it will not be removed. Bungie will not forcefully unlink an account that you cannot authenticate to. Your profile authenticated to it to add it, and your profile must authenticate to it to unlink it.
