Naw, it's Fenchurch.
Think about it, the traveler visits a species then it takes a physical form and sells junk, then leaves before they find out they got ripped off.
Doesn't it seem odd that Tess, Fenchurchs relative, has almost exclusive access to ghost shell creation and sells ornaments for armor/weapons that's infused with light.

Interesting take. I always saw it differently though. We don’t know that they are actually related, it’s only believed that they are because of the coin in his pocket. I reckon Tess has just been scamming Fenchurch this whole time, coercing him into seeking out wares for her to sell. If she’s able to pull off such a ruse, imagine the other elaborate schemes she’s got in the works elsewhere in the system. Dude’s just a puppet and he doesn’t even know it.
