No it's not a skill issue even I noticed cheating has gone up on the PS but not the way you think alot more players are using modded controllers like crono Zen for low recoil and higher aim assist and it's not really a Bungie issue it's a PlayStation issue that only Sony can solve sadly in which I won't hold my breath 😒

I think it is a Bungie issue as well considering they are now part of Sony and ironically, this post gets moved by Bungie and the issue is PlayStation players....hmmmm.....lol..I don't truly think Bungie is part of this... that was a joke..but they do need to look into this.
