I have the same issue. I can't get Learning Light with my Warlock, there's no quest to pick up in the Kiosk related to it, and the only fragment I cannot get is Echo of Reprisal.

I just managed to fix it and get Echo of Reprisal! I had to start over with a new character, go up until the point I unlock it with the new character, and then all I had to do was visit the Cosmodrome with my main character to start the "A Guardian Rises" questline. A bit of a grind to do, but only took an hour tops.

where exactly did you stop and swap to your main account?

nvm, fixed it by joining a friend as he went through the quest line
